My answer to the "what is" the conservative philosophy, it its the wrong category of question:
1.They (with Lib Dem originally) have been trying to deal with the fall out of the New Labour version of "an end to bust and boom" which served the London middle class left very well, but then the economic hole it produced, the State then bailed those middleclass left and their mortgages out eg private profit and social loss. This meant massive class and geographical injustice.
2. The lefts response was to talk about a kind of gender ethnic and LGBTQ injustice but made the obligation seem as if it was an unconditional Universal obligation (Peter Singer 1972), that then served as a schema for justice difference home. This is philosophically incoherent in the way Hegel and Structuralism and post structuralism are, but it is very emotionally mesmeric aimed as it is to draw on our sense of the other inflate it and use it as a policy tool. So the conservatives have been fighting a rear guard action against this absolute Western global logic and ideology that might be psychologically compelling but not rationally legitimate.
3. Then people intuited this incongruence perhaps in part due to Anglia Merkel's German EU response to the European Migrant Crisis in 2015, and so voted to leave the Eu in 2016. The Conservatives grasped this and the people Boris Johnson as PM.
4. Then Covid came which i think they dealt with very well and very quickly. Bu the left chose to make political capital against by the use of psychological pressure and by appealing to some people's false need to always blame someone for everything, who ever it is sometimes. So the myth of the Number 10 Dionysius Festival was summoned. Media loved it peoples idea of the law and courts as the new theatre of moral spectacle was invocated and he was gone.
5. After two more leaders Rishi Sunac becomes leader and only now, I think, people feel the rear guard action is beginning to work. Compare to the effects on politics and society of all this in other Western Countries, who were slower to respond. Partly i think due to the Social Justice phenomena been embedded longer and deeper in other countries due to their different histories and traditions.
6. As your interviews seem to show conservatives do not do the protest and re action and resist psychological disposition as easily as the left and so they have not been able to appeal to street action so much and when people do they are classed as far right extremists. But left activists now perform as if they are marginalised from institutions but this is a bit absurd since they obviously are not.
7. Now add to all that the series, sequence, order, of strikes that look politically coordinated and motivated to de stabilise the ground of government policy followed then by the ironic accusations that their policies are not working.
So I said that what "is" Conservative Policy, well its been fighting the mess of New Labour of the extreme left of European and US politics and the French philosophy they used that was began to be constructed 70 years ago to deconstruct Western Civilisation Now. This United Kingdom our Great Briton will not though swing to the opposite extreme Right as a response since we acted intuitively really and in time. I hope the same is true for other countries of course.
So as someone said when you're in the fray of resistance you haven't got the time or space to create a "new philosophy" things are fragmented because there have been so many different issues for different people and groups to deal with in sequence and simultaneously.
Conservative policies and psychologically have found it difficult to generate an affinity with reaction tactics and strategies, that come easily even naturally to people on the left. Some though have learnt to do this, others have taken this with them from previously being on the left.
Unlike Hegel i think conservatives don't think that political reaction as negation of an opposition logically implies a positive content. that is later in the process. Hence the question is a category mistake due to the left revolutionary thinking and logic believing in the notions that you can develop a positive from a negative rationally. rather it requires new and old thinking creativity and imagination and trust in peoples creativity, else you get the opposite of the far left , that is the far right as Hegel's dialectic shows is the consequence or better notion of his logic unfolding.
