For a long time now I don't know why national governments haven't been using OO/LibreOffice more. Being dependent on a for-profit company using propriety closed-source software (particularly for all countries that are not USA or even allied with USA) seems completely crazy for a national government to be doing. I wouldn't be surprised if Microsoft was giving free software licenses to such governments just to maintain dominance, however I don't think that they're even doing that!
