These are copies. Just like much of the Soviet economy copied that of the US. As long as you have constraints like too much zoning and planning, you will have poor copies and no new original places. Those old downtowns grew organically. Then, more and more government was used to prevent undesirable outcomes. In the Houston area, there are at least three of these style developments with lots of living space. One of them is in a strictly zoned city, right next to the mall. It’s working well because they loosened their restrictions when they saw their mall might die. If you want government to fix something, first and best practice is to clean up all the rotten rules that are making things worse, not just make a new change or additional rule.
