  1. yes, here in Yukon many older people are proud of freezing 8 months a year. on really cold (-50° C) they simply bring the pipes into bed with them and the dogs.

  2. no mention that Japan is nearly bereft of fossil fuel deposits, adequate hydropower, efficient solar or geothermal, has had amazingly bad luck mixing its signature earthquakes with nukes, is a rather isolated island nation with notoriously flammable cities, and, with the one exception of Sakhalin, far from natural sources of cheap energy. in short, Japan cannot afford central heating.
