You need money, or to be a brown refugee from Godknowswhereistan, or to be a person with a skill in demand to gain the favour of a labour market opinion, to declare that in fact there is no Canadian available to do the job you propose to do to support yourself there. Or yea, marry someone in a foreign country (see: money).
