As others have commented, rules now changed due to the government striking a 20 million$ deal. public can use the Aboriginal flag and on merch/apparel etc. The Australian commonwealth, Aboriginal and Torres Strait Islander flags are all displayed in parliament and behind the Prime minister during press conferences etc. The Aboriginal flag also flies on top of the harbour bridge permanently, alongside the Australian flag.
