  1. The Congressman's father is Irish by birth. A trade deal with the UK is not in the gift of the President, it is in the gift of Congress - the vote on the President's recommendation. Even if Trump had signed a US-UK trade deal, it would not have made it through the House of Representatives - the Democrats would have blocked it with the support of Irish members of the Republican party.
