  1. Yes, and to a high degree of accuracy. Good artillery men can calculate it themselves, but these days they have computers to do it for them. It is one of the skills of artillery troops. These days artillery is often self-propelled so you can fire and move, I assume to prevent counter artillery attacks.

  2. The Russians have lot 1/3 of their deployed force, that is not the statistic of an Army that is winning. That is why Putin is concentrating his forces in a smaller area - Donbass.
