  1. @3-Kashmir, Yes, the nukes were built by Ukrainians in Ukraine during Soviet Times. But the promise of protection in exchange was signed. This 1994 Belgrade agreement and you mentioned (I did not know of this) a Russian & Ukraine treaty of friendship due to expire 2019, neither stopped Putin’s 2014 invasion of Crimea and insurgents placement in the Donbas region also 2014. That and the build up of Russian troops along the boarders, the joint exercises with the troops of Belarus, even though Ukraine officials still did not believe Russia really would invade, promoted the US and Ukrainian joint exercises on Ukrainian soil. There was the promise to protect, but the exercise in Ukraine was over by the time the Russian tanks rolled in .Feb. 2022.
