  2. Russia’s intention is always to promote doubt. They see no reason to shiw actual proof. Quite the opposite. If they had real evidence of spying saying what alerted them to it would give away What they consider sensitive. In other words what would be worth spying against. They do not hide the links of overseas assinations (short of actual evidence) back to Putin because showing his reach is considered a warning to others. Same here. They do not need evidence, just a flex. of power.
