@tashaware6819 yes, and it was the Ukrainian element of the USSR that built them. Russia kept the codes. Ukraine did not want or could not afford the maintenance to keep them from becoming unstable, so were not worried too much about passing them on to Russia. Peace in exchange seemed a good deal at the time!

Because the task was done. The election is over, so neither here nor there. No more potatoes being paid, so they can shut up shop.
