Probably due to age of the I nstilation, but also because through out Russia many jobs, such as in this case maintenance is not happening with money and manpower going into the military. There is a shortage of farm hands and many of the young have left the country too.

Anything endangering the troops, or that would pre-warn of a sting operation for example. There will be a certain amount of massaging the truth on the battlefield I would imagine. Things that could dampen spirits at a critical time. Anyway, it is not required that every little detail should be shared in real time. Those in the thick of it deserve more respect than that. Press releases followed by journalist confirmation. A bit more difficult in Russia though with state run news and independant journalist either banned or locked up.

Ukraine only wants the Russians to go home. Ukraine wants the independence they choose in 1991 as do all the other ex-soviet countries that voted separation from Russia back then.
