He formed, financed and weaponised the Wagner Group and other mercenaries ie The Russics back then in and continuously since 2o14 . Putin’s plan always was to take over these areas, he was just probing for a good enough reason. Then Feb 2022, he coukd wait no longer. The aggressions were failing and he was eager to see results in time for his entry in the history books. Jealose of the notoriety of Stalin Putin does not honour friendships.
