  2. Yes it does. All you need is to combine the data from two or more pependicularly oriented antennae. One horizontal, one vertical. The horizontal determining horizontal direction and distance to the object, then turning the vertical antenna to that direction and it will determine the vertical distance and direction to the object. Then compile those numbers with a bit of trigonometry, and bob's your uncle.
