In the military nomenclature however, materiel refers to miscelaneous manufactured equipment and consumables with a distinct purpose and ready for use as is, while 'materials' is stuff like sand, wooden planks, chip board sheets, sheet steel, rebar etc that you use to construct or assemble anything not availiable as materiel.
