But a roman legion with plenty of guns without ammo and neither tools nor knowledge to make more ammo is still just a standard roman legion.

Ballistas and scorpions doesn't have a range beyond 400m. A 7.62mm rifle and GPMG are effective out to 800m, with the bullet retaining lethal energy out to 4000m in a ballistic trajectory. And then there is the Carl Gustaf 84mm recoilless rifle. Essentially, a shoulder fired 20pdr field gun with some 10 rounds/min out to 800m with HE/FRAG shells with timed/impact fuses allowing both direct fire and airbursts staggered above and behind the roman formations. In addition to the special effect ammo availiable: Smoke, illumination, tandem warhead, thermobarics etc.

@alganhar1 a Swedish home guard militia platoon would potentially be even more devastating with G3A3 rifles with aimpoint red dots, a number of rifle mounted m204 grenade launchers, at least one Accuracy International sniper rifle, at least one FN MAG and an 84mm Carl Gustaf recoilless rifle per squad... And more signal mines, AT mines (with magnetic non-recoverable fuses) and Claymore mines than any sane mind would find reasonable...

@geographyinaction7814 not nessesarily due to the extreme agility of the helicopter as it can sidestep, loop and otherwise fly in any direction with no real warning

And 7.62×51mm ammo will penetrate at least two ranks of armoured and shielded legionaries.

@Membrane556 B25s would be very easy, especially if you could retrofit the bombers with catapult compatible landing gear as the steam catapults could easily accelerate the plane to well beyond takeoff speed, and the arrestor cables would easily be able to recover them.
