The $16.50 threshold is not equivalent to a $16 wage in the United States, Mexico still has a large advantage in manufacturing costs due to the exchange rate. One U.S. dollar is equal to $18.81 in Mexican pesos. So unless the United States become a currency manipulator what you're talking about is pure bullshit. Because with the exchange rate you're talking an equivalence of $310 an hour in the United States versus $16.50 in Mexico.
