The Republicans have a majority in the House, the Republicans have a majority in the Senate and the Republicans didn't need a single Dem or a Super Majority [60 votes] to pass the Tax Reform Bill [51 votes]. And now less than a month later the Republicans are claiming they don't have enough votes? There is no debate or filibuster> Trump can't even keep his own party united!

Nope, they only need a Super Majority [60 votes] to end Debate. There is no debate. There is nothing in the procedural rules that require a budget resolution to have 60 votes. They can pass it with a simple majority like they did with Tax Reform. The problem is Trump can't unify his own party.

There is nothing in the rules that require a supermajority in this case. But if you disagree please cite the congressional or legislative bylaw or procedure that does.

They only needed a simple majority of 51. Also, the republicans have the option of Budget Reconciliation, which they've already used on Tax Reform. Nope, the Republicans could have invoked the Budget Reconciliation rule at any point in the negotiations and passed the resolution with a simple majority of 51 votes. That's how the Republicans passed the tax reform bill in December without a single Democrat vote.
