Jonatan D The Congress is controlled by the Republican party but Trump cannot unite his own party behind his policies. This is why 99% of Trump's policies have been implemented by executive order and not by the Congress. Mitch McConnell is the majority leader in the Senate and he and Trump do not get along... and Paul Ryan is the Speaker of the House and he and Trump do not get along. Paul Ryan right now is a little pissed off at Trump because Harley-Davidson is in Paul Ryan's home state of Wisconsin.

Yes, Congress does have the power to limit a president's power over tariffs. A Tariff is a Tax and ALL Taxes are the exclusive realm of the Congress. Trump cannot apply a Tariff on any country unilaterally, he can only abide by the Langue as written and approved by Congress in a Trade Treaty or Act, that's where he's getting the authority to apply tariffs on foreign Steel and Aluminium. Congress can hold a special session tomorrow to rewrite that specific clause in the [1962 Trade Expansion Act]. It's an Act, a Law not an Amendment. So Paul Ryan can strip Trump of his authority in relation to the Trade Expansion Act. No more Steel and Aluminum Tariffs.

In a situation to limit a presidents authority a president CANNOT veto or even have a say in the matter. All the Congress needs is a simple majority of 51 to rewrite an Act. Just like a President cannot veto an Impeachment. It's called seperation of powers.

delray30 I'm going to take a wild guess and say you're not an American you don't know basic 9th grade civics? Trade Treaties are negotiated by the Exrxecutive-branch and Trade Treaties are approved by the Legislative-branch meaning Congress and Senate. You might want to pick up a copy of the US Constitution some time. Because it explains separation of powers, balance of powers, and treaties.

delray30 Yes, Congress did vote to give the Office of the President the authority to apply that specific steel and aluminum tariff. What Trump is using is a clause from the 1962 Trade Expansion Act. And if Congress wanted to they can hold a special session tomorrow and strip him of that Authority. I don't know what third world country you learned your English in but you really must read the U.S. Constitution.
