  3.  @lexington476  The GPO licenced even the first radio stations (and the licence to own a recieving set / later Television Sets). Marconi had to have a licence for the first broadcasts from Chelmsford, and later Savoy Hill London. Baird had trouble getting licence for his early TV broadcasts , again in Hastings, Savoy Hill and Selfridges in London.

Frequebcies used were often international allocations to other nearby countries (mainly france), or were harmonic divisions or mulitiples, it is why there is a AM need for frequency/wavelength separation. For FM these were officially allocated regionally , with legal broadcasts 'overlapping with gaps' around the country, pirates would either fill the gaps - directly interfearing at edges , or use top end frequencies that fell into private comms bands.
