Poland has stolen the land that belonged to ethnic Ukrainians and Belarusians in the period 1919-1921. The USSR returned this in 1939.

The Baltic was part of the Russian Empire, the USSR annexed it on the rights of the Soviet republics in 1940. These people voted in a referendum. You should not confuse the Russian empire and the USSR. The latter state is an alliance of several republics with the same rights, therefore this land does not belong only to Russia, this land is the territory of the national republics.
Romania stole Bessarabia in 1918. The USSR returned this region in 1940. Plus, it annexed northern Bukovina, where Ukrainians lived.
All Finland belonged to the Russian Empire until 1917, but the USSR does not need everything, but only the security of Leningrad. The Soviet government offered Finland a territorial exchange, but they refused. As a result, there was a winter war.
After the Second World War, the USSR did not annex the states of Eastern Europe, but made them its satellites. They were also not puppets - they had their own army, their own government, their culture, etc. The only thing that was forbidden was the restoration of capitalism.
