  3. 1. I have only some of the information. Soviet doctrine in the early 1930s banned the destruction of old models of equipment, instead, accumulation occurred. This was done to compensate for the technological gap from the developed Western countries. I have no information about a later period. The USSR also fought in the minority (infantry) during the 1941 campaign. It is a stereotype that the USSR uses only numbers, and Germany only quality. 2. You also said that the Soviet system was ineffective, but you ignored its great success from 1941-1945. The USSR, having less basic resources than Germany (steel, coal, electricity) and despite the occupation part of own territory - in economically and militaryly surpassed its opponent. This indicates the great strength of the Soviet system. But this system was not able to adapt to new challenges after this period.
