In any case, I know that the decision to continue the defense of Kyiv was made on the basis of Soviet intelligence data, which said that the enemy would continue to attack Moscow and did not have significant forces to attack Kiev. These data quickly became outdated, and when the Germans captured a bridgehead in the south, it was too late to retreat. Thus, there is a fact of intelligence error here, and not just the stupidity of the political leadership.
