You do not understand what world war is. World war is a coalition conflict. None of the coalitions declared war on the USSR in 1939. Thus, the USSR was outside the war and could not be its initiator. This war was between Germany on the one hand and Poland and the west on the other. And the Soviet operation in the east was a separate war that was not part of the world war.
