The major failure was to treat everyone the same, and to force most people to get the snake oil when there was little danger of hospitalization or demise, but much greater danger in suffering from bad reactions. Even today, Big Pharma, in collusion with corrupt governments, continue to force it onto the public at large. Of course, that only happens in counties that can afford to pay for the snake oil.
