Netanyahu quite clearly has the intent to take out as many innocent Palestinians as he can get away with in his quest for Israeli ‘self-defence’. No one is fooled by this. Because he’s backed to the hilt by the west (both militarily and politically), he’s using this fact as carte-blanche to do more or less what he wants.
