  3. Nope, the Russia government is open about it. They have been promoting it as proof of international support. Particularly from India and China.

  4. Russia does exactly the same thing. In fact, both use the opportunity to get a relatively high wage as an incentive. Hence, why both have volunteers from some of the poor countries.
