  1. Obstructing traffic creates a hazard. As for those people who stop, roll down the window and give, HAVE YOUR MONEY READY so you're not blocking traffic while you are CONTRIBUTING to the PROBLEM.

  2.  @htomc42  You notice the last SIX words in my post,... Downtown business association used to put up signs stating that very thing. The reality is giving money to the so called homeless is just contributing to the problem but people are idiots, feel guilty, and believe with enough money the problem will just go away,.. not going to happen.
