  1. First of all those campsites were not on their own property, secondly a large percentage don't want you solving their lifestyle choices. Some can be helped, most cannot so the first step is a triage to separate them.

  3. People make choices, some good, some not so good. Same with governments and do-gooders who instead of working to fix problems at mental health institutions, they simply shut them down.
