  2. When I was in the Navy attending tech school in San Diego they gave us a warning about heading down to Tijuana for the weekend. It was noted that if you were arrested in TJ your fine (there was no bond) would always be more than your available cash. That along with if the fine wasn't paid in 24 hours you were likely to be moved from the local jail to a Mexican Federal facility and it might take months for US authorities to locate you.
