  1. What I do - 1. catch their eyes 2. stare without blinking for 1-2 seconds 3. look away WITHOUT blinking while looking away, just move the eyes away 4. immediately do something not typical of someone that knows they are being looking at, like maybe scratch or rub your nose, pretend to wipe something from your eye, etc. Now they know you KNOW they are looking, but you don't CARE they are looking.
