I searched this and could not find evidence to back up what you say. What I did find was instructions for police on how to help. It is extremely dangerous to try to help save a drowning victim and can result in both dying without proper life saving training of the rescuer. Also THE LAW does not require ANYONE attempt to save another if their life could be jeopardized in the act. That does not mean they are not allowed to make such an attempt. I do remember a recent story where a lifeguard lost his job because he saved a person a few feet outside of his designated area, which is unbelievably disgusting.
