  1. He isn't interested to be PM. Part of being PM is to shield your ministers from intense politics. If you're fighting political battles day in and day out, you get nothing done. IIRC he doesn't have the energy to deal with that.

  2.  @souravpandey2682  it's also the PM's job to shield their cabinet from political battles and give them space to do their jobs. A lot of folks seems to not understand this very crucial aspect of leadership. Gadkari's performance is actually dependent on Modi's ability to shield him from the political battles of the day.
