State Govts manages the State Election Commission which conducts Local Body elections (Panchayat, Municipal corporation etc.) So if Bengal State Election Commission is unable to contain the violence during elections then the fault lies solely with the State Govt. If UP can conduct Panchayat elections without incidences of violence, then why is Bengal unable to contain election violence? Answer can be found with the Mamta Banarjee
