  1. The Farmer's lobby is really strong and change averse. There are credit incentives for machinery but the reception has been poor in these Northern states (BTW, Countrywide Tractor sales are going very strong thanks to the incentive, so it seems to be a regional issue). There are somethings the Govt can do and that is provide better incentives for non paddy winter cropping. This should give them enough time to use something like a decomposer between farming seasons.
