  1. Soft loans, good consulting and machinery can help the Global South greatly and stem the proliferation of Chinese BRI projects. For eg in India: German loans and machinery (TBMs) have helped build Transit projects in India in cities like Pune and Nagpur. Alstom manufactures Metro coaches in India and exports them thanks to a French loan. Italian tech helped build signalling systems have helped throughput on many clogged railway lines. Austrian consultants have helped navigate tunnelling issues. Dutch expertise on coastal development has helped Mumbai decongest its roads and build new parks. That’s the example of what Europe can do and it can do a lot more. $300 billion can be pretty well spent.
