Just days ago, Speaker of the US House was found +ve with covid. Speaker Pelosi incidentally also met Biden around the same time. So, in the US it is assumed Biden was exposed to Covid. US protocol probably wants to keep the PM and President isolated from each other since Biden was exposed to Pelosi. That why it is virtual instead of in person.
