  1. Mona Fortier was pretty incompetent as a Treasury board president - her policies started the strikes we saw earlier this year. As a CEO of the Public Servant, she should have been fired a long time ago. But since Mona left the Public Service in a really bad shape, moving Anita Anand there is effectively a demotion and if she's able to address serious labor and organizational issues within the Public Service then it is a potential promotion for Anita Anand.
