It's a mixed bag. ISI is broke, JeM, LeT are broke as well. None of them have the money to run camps anymore. That's kind of why recruitment has been flat for the past 3 years at around 200 (also we have been killing around 200 militants for the past 3 years). But this won't last long, so the window is closing and Infrastructure can't be the only jobs generator in the valley. The answer for the next couple of years should be: Jobs! Jobs! Jobs!

@Lucifer-hb5vq open jail? Seriously? You folks get all kinds of soaps outside the valley and even preferential treatment when it comes admissions in education institutes. You can openly criticize the govt and vote in elections. Heck former militants are running as independent candidates in DDC elections. And you call that an open jail? That's the perfect definition of exaggeration.

@pankajsharma-fn8cf ok, what's the best way to deal with ideology? Jobs. Provide the opportunities to get a jobs and keep them in that job. You need to create the perception that only losers and lazy people become militants.

@pankajsharma-fn8cf it ain't, just look at every pluralist society and you'll notice it's jobs that keeps those societies cohesive.

@anandnaa there's a fair amount of restructuring happening in the larger economy. It's not happening fast enough and most of it is targeted - eg: Saffron traders and rose water traders are getting quite a lot of funding to improve their quality and production, craftsmen's are getting better market access. However there's a significant shortfall in good service sector jobs where a lot of young Kashmiris invested their careers towards. Like I said, it's a mixed bag.
