Either Chavan is lying or Raghuram Rajan was incompetent (which is also very much possible) Now regarding Chavan govt, things were stagnant. Chavan CMShip was a carbon copy of UPA-2. CMO approved a project only to have it stalled because Soniaji didn't bless it. The only achievement of the Chavan govt was that they managed to finish Line 1 construction just before the election. That project itself was delayed by 6 years. The other achievement was Adarsh housing scam (his predecessor's achievement)
