There's a lot of frustration between the Executive and the Judiciary. Judiciary often oversteps and functions as the executive - SC/HC directs road repairs. Executive is trying to play the same game with Judiciary by messing around with appointments. I think the Govt. and SC should sit down and come up with comprehensive reforms and more importantly procedures. Side note: It's extremely frustrating to see a project get a green light by the National Green Tribunal only for that judgement get stayed because of an appeal in the High courts. No executive will appreciate that.

@anantkumar7805 that was perhaps true in the past. Currently though it's become a huge chicken and egg issue. The Judiciary often intervenes in cleared projects and stays them or it rules an executive decision as illegal. This is now used by the same executive as an excuse to stall things further. Calling the Oxygen shortage a executive failure ignores deep structural issues with governance in India and it ignores ground realities like abysmal state of logistics in India. The crisis also highlights how the Judiciary often adds to the procedural mess - for eg: rather than set a clear chain of command, appoint a nodal officer, set roles and responsibility, the Delhi high court acts as an arbiter and crisis manager in the middle of a crisis. This only happened with Delhi. Bombay High court affirmed Mumbai's commissioner as a nodal officer and Mumbai didn't have issues with oxygen (Maha failed because they waited all the way until after Gudi Padwa to do anything). Also the Madras high court acted very recklessly. It passed a resolution of criminal charges against an election official carrying out a constitutional duty BEFORE any trial. Whatever happened to proven innocent until proven guilty? Our judiciary is as bad as the executive.
