  3. I think folks underestimate, the significance of scraping Planning commission in favor of NITI AAYOG. These SDG analysis (rather MDP) were conducted by UN or public policy interns with the blessings of Planning commission. NITI changed that by allowing lateral entries, the same interns are now direct hires. That's how you get such good reports.
