@Kaushal Batavia precisely. We don't know what the contents of the bills are until after they are passed. Debate is the only way to know what's in the draft bill. Intentions of Parliamentarians and lawmakers becomes clear (at least their stated goals), clarifications are issued. The opposition plays an important role even if it doesn't have power.

@tomriddle4110 it says a lot when folks engage in name calling. Uneducated because he's a chaiwala. Ya we have a long way to go before there's some semblance of decency.

@nachiket9981 it's only important and a threat to our democracy now all because a bunch of powerful people got spied on. And that's after 9 years after Parliament shoved CMS, NAT-GRID on ordinary citizens. The Congress was arrogant when it passed that bill and didn't even bother scoping what "specific inception" means. Ya, your concerns comes off as very hollow.

I think it's time we start getting a better picture by looking at attendance of MPs in committees and bill reading. PRS India does an pretty decent job tracking attendance. When it comes to law making procedure, a committee drafts a law, there's a first reading, second and third reading. After the third reading, the bill is introduced in Parliament's agenda (opposition MPs get advance notice). The readings are rather customary but the committee is where real work is done. Sadly our committees attendance is abysmal - they barely get 50% attendance and speakers from both houses have lowered the attendance bar, to lower the requirements for quorum and to move bills forward. When you split attendance by party line, BJP MPs have the most amount of attendance. For Parliamentary nerds like me, it indicates that the BJP takes Parliamentary procedures seriously and party discipline in the BJP is good.

@ThePrint I think an indepth article about law making process and committee attendance split along party lines would be awesome. I strongly believe we should keep an eye on committees, it's attendance, their precedings and any debate motions passed in Parliament.
