Moving away from Nobel Peace Prize. BJP is tabling a new Decriminalization (of compliance) Bill for the Winter Session. If they pass that bill (and not use it as a bait and switch like they did with DESH Bill and Telcom Data Privacy Bill), it will be a massive improvement and likely have a consequential impact on corruption. Perhaps it is time to have a Cut the Clutter on how compliance is criminalized and how it enables corruption.

@jujijiju6929 Search for "The Decriminalisation Bill is a bullet train to prosperity". There should be an ORF article with a link to PIB. Piyush Goyal himself says Govt intends to bring a Decriminalization bill.

@Kingzombiemyanmar it is a good bill. Let me explain with an example: Factories Act makes it mandatory to maintain records of whitewashing of toilets. Remember, use of bleach has made whitewashing of toilets for public health, irrelevant. However, you still need to maintain a register with fake entries or get an annual affidavit from the court saying whitewashing is no longer required. Failure to do that would result in jail term of 10 years or more. Now, your regulator (typically IAS officer) knows about these quirks in Factories act and use the perceived non-compliance of Factories Act as blackmail to solicit bribes. And given how slow our court system is, businesses pays the bribes rather than contest the charge in courts. Now the proposed decriminalization bill is supposed to do 2 things: 1. Get rid of irrelevant laws and clauses like the whitewashing clause 2. Converts minimum 10 year imprisonment to fines. It puts a dent on bureaucratic blackmailing by babus. The side effect will be improved compliance, reduced corruption and less workload on courts.

@karthikeyannataraj3786 Search for "Jailed for Doing Business" to get an idea. I suspect the final bill will be massive and scrap a LOT of laws. Irrelevant garbage like Section 11 of Factories act will be scrapped.
