  1. In 2017, Central Govt sanctioned University Of Virginia and a Dutch company to evaluate Yamuna for waterfront development. The company assessed the water quality and the Univ lead by Delhi architect and an alumni of the university lead a study on Water management in Delhi. They spent 3 years just trying to figure out the organizational structure of Delhi Jal Board and are still investigating ownership structures. All institutions around Delhi have atrophied and ossified. They need a serious revamp but you can't do these things blindly. There's a talk on YouTube that goes more into the details of this.

  4. We have but the scale is enormous and the problems decades of neglect adds layers of complications (10 feet of slit should give you an idea of the depths of neglect). The issues you pointed out won't be resolved any time soon. It will take at least a decade of work before we start seeing the results.
