Sounds like a good use of funds and a comprehensive scheme. If they open the schemes up for auditing and it achieves even a fraction of what it plans, the impact will be tremendous. Now this is Govt of India, I'm talking about. So I have my hopes that it succeeds but I'm also equally skeptical.
