  2. Very good point. This sounds like how they are organized in Gujarat and a scaled up version of what the DMK/ADMK member does. Over there the local member usually delivers some public service the govt is supposed to provide. In a lot of cases, the member facilitates expedited access to the Local Govt. apparatus. The party gives the member money to introduce various schemes. Read up Raheel Dhattiwala's 'The puzzle of the BJP's Muslim supporters in Gujarat'. If you watch some of the longer speeches of Modi or the party messaging, they always talk about "Tell the people about schemes etc. etc.". That is a reminder for members to delivery those scheme locally for money. It's very corporate. Read that policy paper, it's a very eye opening insight into the ground game.
