The road between approval and procurement is long. Army bureaucrat tend to put a wrench in its own procurement by insisting on long trials with impossible demands. Let's hope that doesn't become the case with this round of new approvals.

@kshitizsrivastava9161 It is not just GSQRs, Railway tenders are designed in a similar manner. All they want to do is keep players who won't bribe out of the tender process through technically impossible requirements. Armed forces chief keep talking about a 2.5 front war, well that .5 front comes from the bureaucracy itself. We have deeply embedded snakes in our own Bureaucracy (and opposition).
