This is a bit of a bad take. The case in point that contradicts what TCA has to say is Agnipath reforms. It is a meaningful and crucial fiscal reform, that gives Govt a lot of flexibility in terms of how it spends its revenue. But look at the reaction, riots on the street, opposition parties clamouring for attention etc.
Govt also gave Cantonment land back to Local Bodies, this might seem inconsequential but this is also economic reforms that will have tremendous impact on our economy (Places like Delhi, Bengaluru, Pune have huge Cantonment areas, the economic transformation potential in these lands are huge). But it shows that Govt is still pushing for reforms but maybe not louds but small ones that matters.
We can't blame the BJP for not pushing through reforms, but like everything else, there's success, there's failures and there's success pushed through sheer will.
