Update: This criticism came too soon. France and US released their callouts from their calls. US is letting Europe become more independent in exchange for better participation in the Indo Pacific. I think Shekharji needs to rethink this episode. I think this CTC is a bit too critical of Biden. Biden is dealing with a hollowed out State department and NATO mixed in with lack of patience (partly because things are moving fast). Previously, US would used NATO as a way to communicate intentions and push for outcomes with allies. AUKUS is a result of American impatience and whatever policies they have been pushing through NATO hasn't worked. One interesting side conversation that has been going on is in the Anglosphere world is about Canada and NZ. They are wondering why they left out. Stephanie Carvin, Canadian National security expert, had an very interesting take on it - neither Canada and NZ have offered anything beyond vague commitments or requests for help but Australia and UK have (especially at mid level meetings). That's a lesson Modi Sarkar should learn and push for more ministries to ministries interactions (Beyond 2+2). To rephrase, US is gearing up to battle China. US is offering help, US wants tangible commitments and requests. To capitalize on this, India really needs to rapidly expand its Diplomatic, intelligence and Military engagements (beyond Malabar) with the US and Quad.

@manojnani1785 I disagree. There's been a lot more faster progress under Biden especially at the mid level bureaucracy. It's still early days. NATO took about 4 years to become a organization and about 10 years to come up with credible strategy (Post Korean war). 2020 is when Quad became a real thing, there's many more years to go before it becomes a credible alliance. Besides it's two way street, you can't expect US to keep doing thing without India contributing something back.
